Upon examining it, it was simply a blood blister that had dried up. The Foot Doctor found it on routine exam and upon further examination, found it to be benign.

This is a picture of a patient that developed a severe abscess secondary to diabetes with loss of sensation. Patient wore wrong shoes, and this was when I first saw him.
